And you're not limited by geography. Some of the popular destinations in the world which are included in this service are the US, Australia, Canada, most parts of Europe and Hong Kong.
iCall
Like the other programs, you can make calls from a personal computer to a phone using the iCall software for free. However, there is a catch, for the call to be free, the number that you call has to be a number in the US or Canada, but the computer from where you make your calls can be located anywhere in the world. Another catch: the free calls are limited to only five minutes, but you can call a phone number as many times you want.

This is a web-based service. The sound quality is not that great but there is no limit to the duration of the call and the number of times you can call.
